The transfer of personnel is essential for many operations in the maritime environment. Reflex Marine’s design objectives for the personnel carrier WAVE-4 focussed on reducing the identified risks. It adopted methodologies like those used to evaluate the safety performance of motor vehicles and assess the risk of injury. For Maritime Institutes: 1 Check all the approvals obtained by the institute and provided by the particular country’s shipping authority. Check – List of Institutes Approved By DG Shipping India 2. Maritime institutes which provides courses approved by foreign authority needs to be screened properly. For e.g. there are many institutes in India, which are accredited by UK maritime authority and colleges to provide the required degree and seaman documents to seafarers. Before taking admission in any of such institute, do confirm the minimum approval requirements and crosscheck them with the approval/ accrediting body by sending a query mail or contacting their office through phone. 3. Check the shipping authority eligibility requirement (physical, medical and technical) and compare it with the institution. 4. Check the management and founder members/ core institute of the college or academy. 5. If you are interested in any institute and keen to take admission, the best way of getting genuine feedback is to go to that institute for fundamental background check and talk to the current students. 6. Avoid taking admission in those institute which are new/ doubtful and do not provide any clear approval documentation. For Shipping Agents: 1 The other side of the coin (maritime institute) in the ship industry are the ship manning companies and agents. To legalize and streamline this sector, the shipping authority approve such companies and agent. For e.g. in India, a ship manning company has to be RPSL approved (i.e. they have Recruitment, Placement Services License). 2. If you are in contact with an agent for ship based job, ensure he has a genuine RPS license. 3. To safeguard his/her fraud identity, agents may say the agency approval is under renewal. Never believe it and even if you feel the agency is genuine, wait for the authority to renew the license. Check – List of Agencies With RPS Licenses 4. A genuine agency or agent will never communicate the official matter through personal emails and if they are professional enough, they will have a proper official email id and a fully-functional company website. 5. However, having a company website, a letterhead and official email id is not a guarantee of genuine agency. 6. It is worth noting that under the recently enforced Maritime Labour Convention 2006, crewmen are not meant to be charged a placement fee by Manning Agents. A fraud agent will demand money against the payment of a fee, variously called “Administration”, “Facilitation” or “Service” fees, or other such designations. Never ever pay such money. 7. With lack of jobs for entry level candidates, the students are desperate and are still willing to pay manning agents to get placed onboard for training. In such cases, never pay money in advance and understand what kind of company and ship you are going for. 8. As mentioned earlier, due to lack of openings for freshers, fraud agencies are taking advantage of the situation. These fraud agent/ agency try not to cheat one but several people. Try to get as much information as possible through social media and search engines. 9. Do not fall in trap against the claim that the agency will give in writing for providing 100% job placement when student approach them for maritime education and payment. The written statement from the company can be – Provide 100% placement to the candidate without mentioning the time frame or even the time frame is mentioned; they will also not be sure about which type of ship or company you will be placed.

"At first sign, nothing can appear more unpractical, less promising of useful results, than to approach the study of war with a theory." - Corbett, 'Some Principles of Maritime War' Sir Julian Corbett was an early 20thC British naval theorist (an intellectual counterpart and foil of Mahan) who attempted to apply Clausewitz's ideas regarding war to the maritime circumstances of Great Britain. Arguing against the idea that Britain's interests required a) a large army and b) large-scale land fighting in Europe, Corbett outlines an alternate strategy where Britain could use its geographical situation and maritime superiority to win wars cost-effectively. This is not a video about Corbett's naval operations theory (which he is better known for) but his strategic outlook. For the record, Corbett's influence can be seen in British strategy during WWII and in American 'offshore balancing' (though in the latter case his intellectual influence remains overlooked). Corbett's theory is not for everyone, however - there was a USN article about the Chinese navy's 'Turn to Corbett', which would seem to go against Corbett's opinion that his strategy is really for maritime states - UK, America (w/o hemispheric challenger), Japan. Efforts to stop the 164m Panama-registered Modern Express running aground south of Bordeaux have been hampered by rough Atlantic seas. A team of experts are expected to make a final attempt on Monday to salvage a cargo ship adrift off the coast of France for five days before it runs aground. High winds and six-metre (20ft) waves made rescue attempts over the weekend impossible. Vice Admiral Emmanuel De Oliveira of the Atlantic Maritime Prefecture said a final effort to attach a towing cable to the 164m (540ft) vessel, which is listing at a steep angle, is set for dawn on Monday. If that failed, he said, the vessel would run aground in south-west France by Tuesday night. Spanish helicopters evacuated the 22 crew members on Tuesday last week after the Modern Express, carrying 3,600 tonnes of wood and equipment, sent out a distress call. The United States sent a navy destroyer near the Scarborough Shoal—the first such “Freedom of Navigation” mission in this area—and China publicly rebuked the United States for doing so, asserting that its sovereignty was violated. The age of ocean discovery is the voyages of HMS CHALLENGER (1872-1876). Before Law of the Sea (LOS) convention (1958), marine scientific research was not considered as being among the major fields of maritime activity. Research within maritime zones under coastal State sovereignty was conducted on the basis of ad hoc arrangements with the coastal State. Seaward of the territorial sea, maritime scientific research was regarded mostly as an expression of the freedom of the high seas (subject to possible coastal state rights and obligations regarding the continental shelf). Consequently, customary and conventional law of the sea with respect to marine scientific research was limited in scope. Technological and scientific advances following World War II, however, gave new significance to marine scientific research in general, and to its economic in particular. Signs of this appeared in 1958.

The historical significance of sea power has been long since established. In 1890, naval expert Alfred Thayer Mahan authored a well-regarded and timeless book, "The Influence of Sea Power upon History" which outlined the influential history and perpetual importance of naval warfare. The concepts in Mahan's book have largely become a foundation for how experts currently regard naval strategy. Building off of these concepts, today's lecture will explain the impact of naval thought on the current geo-political system and the modern implications of naval supremacy. Dr. Mackubin Thomas Owens is Dean of Academic Affairs and Professor at The Institute of World Politics. He is a Senior Fellow of the Foreign Policy Research Institute (FPRI) in Philadelphia, and editor of Orbis, FPRI's quarterly journal. He recently retired as Professor of National Security Affairs at the US Naval War College in Newport, Rhode Island. At the War College he specialized in the planning of US strategy and forces, especially naval and power projection forces; the political economy of national security; national security organization; strategic geography; and American civil-military relations. From 1990 to 1997, Dr. Owens was Editor-in-Chief of the quarterly defense journal Strategic Review and Adjunct Professor of International Relations at Boston University. Before joining the faculty of the War College, Dr. Owens served as National Security Adviser to Senator Bob Kasten, Republican of Wisconsin, and Director of Legislative Affairs for the Nuclear Weapons Programs of the Department of Energy during the Reagan Administration. Dr. Owens is also a Marine Corps veteran of Vietnam, where as an infantry platoon and company commander in 1968-1969, he was wounded twice and awarded the Silver Star medal. He retired as a Colonel in 1994. Dr. Owens earned his Ph.D. in Politics from the University of Dallas, a Master of Arts in Economics from Oklahoma University, and his BA from the University of California at Santa Barbara. He has taught at the University of Rhode Island, the University of Dallas, Catholic University, Ashland University of Ohio, and the Marine Corps' School of Advanced Warfighting (SAW).
